Opportunity Assessment for Global Services in the area of “Evidence Creation, Value Management and Market Access”

Human Pharma Services (HPS) is an industrial scale, global shared services organization, that was established in BI in 2019. It mainly operates in the areas of Commercial and Medical Affairs Operations. A large scale offshore Digital Factory run by a global production partner is coding/ producing all emails, edetails, websites and banners for BI worldwide. A captive center in Barcelona is providing less standardized and more customer-centric services in adjacent fields around Digital Marketing and Medical Affairs using and managing (DAM) the assets produced in offshore India.
The service is requested as part of the Long-Term Forecast Planning, that is constantly describing and quantifying opportunities for the further evolution and growth of HPS and the area of evidence creation, value management and market access was identified as one more global opportunity. So far, there are no services offered in these areas of expertise and there is no one available internally, who brings the right expertise that can connect the area of evidence creation, value management and market access with the concept of global, shared services. The combination of these two areas is critical for the success of this project.
The objective of the project is to draft a high-level business case, that is mapping out the global services opportunity for BI/ HPS. This business case needs to come up with a quantified set of prioritized activities (i.e., service catalog and savings) that could be developed and delivered in a Wave 1 from 2024 onwards.
The scope of services includes the following tasks, which are independently performed by the external contractor:
Consultation of relevant areas for an analysis of the external spend, based on the contractor’s expertise
Analysis of the external spend in the relevant areas (to be defined by BI, based on consultation by the Contractor) of investigation (data to be provided by global sourcing)
Identifying the key activities, services and deliverables provided by external agencies that could be internalized and centralized, by interviewing defined group of internal stakeholders and reviewing pre-identified scope of
Conducting a series of interviews with pre-defined key stakeholders from the Corp TAs, the Functions (mainly HEOR and RWE) and selected colleagues from the regional centers and key markets to understand the overall evidence strategy and key challenges, opportunities and pain points (SWOT analysis)
Create a long list of potential activities and services that can be harmonized and centralized
Create a short list by consolidating and ranking of the long list according to their overall potential for centralization, savings and support opportunity
The performance of the contractor has the goal to provide a detailed report and business case including clear recommendations for where and how to start the centralization journey including rational for the recommendation.
Possible timelines to be kept:
A preliminary version of the report needs to be available no later than early/ mid of September. Final version can take a little longer. A study duration of around 6-8 weeks is expected.
